The answer to that question is 'absolutely YES, anyone can read cards!'. It's just like learning a new language or new skills. It's the same thing. The same goes for learning how to read cards.
I will use massage therapy as an example, as I have a background as a licensed massage therapist. I think that anyone can learn how to give a massage and become a massage therapist. However, it takes knowledge, practice, and experience to become one. And most importantly, you have to have the will and passion for pursuing that path if you want to become a professional.
Learning how to give a massage was not that hard for me as I must have had somewhat natural talent, but learning about how each muscle works and the names of all the muscles, tendons, ligaments, and bones was hardest, along with passing the state license exam in the end. I managed to pass the exam, and with my years of working as a massage therapist, I'm confident with my skills, knowledge, and experiences as a professional massage therapist. But it took work to get there.
That said, as long as there is the will and desire to learn and master the skills, anyone can read cards and perform psychic readings, whether you only read for yourself or as a professional reader. Some people may possess a natural talent or perhaps be more in tune. However, without learning the system of divination cards, it would be hard to determine what the cards are trying to tell you, as it is all about cracking the codes when it comes to card readings.
The good news is there are different types of divination cards available, and some are very easy to read; almost no experience necessary, and some require you to learn the rules and systems of how they work. Again, it's kind of like learning a new language. Certain languages may be easier to learn than others. You just have to see which divination cards system resonates with you better or is easier for you to learn.
